How do I change my picture on my Yahoo account?

How do you change the profile picture in my yahoo. Every time I hit "upload" it goes to my Flickr account.

  Despite many users telling others that they cannot change the profile picture at this time, YOU CAN! It takes a few different steps, but if you are serious about changing your picture, it is not that hard. First, you must change your Yahoo! settings so that your COUNTRY/LANGUAGE setting is for either Yahoo!UK or Yahoo!Australia. I know this sounds like somebody trying to play games, because that is what I thought. This has something to do with the fact that only Yahoo!US is changing the Photos. This is a temporary fix until everything gets straightened out. I recently changed my picture with these same steps.
