Why would i have to pay a road test fee?

You would pay the fee because the state where you live charges a fee and you want a driver's license. Not really any more complicated that. Or you can look at it this way....why would another citizen in your state want to pay(via taxes) someone to administer a driving test to you? They would rather you stay home anyway and not not expose themselves to another inexperienced driver.
