Regarding Self Capacitance and dielectrics, another very practical way to view this is to consider a common copper wire in a PCV insulation sleeve (conductor and dielectric if you like) with no charge on it. When a step change charge is applied to the wire, as charge establishes very freely in the copper but slowly through the PVC, and so, during the transition of charge, a differential appears between the wire and the insulation. Charge will continue to flow once the copper is at the final potential until the field has become established in the insulation, (even if it is a weak field). This is one of several factors that contributes to ‘propagation delay’ in high cables.
