Why can't I send emails using Microsoft Outlook?

I cant send emails using outlook express even though I can receive them?

You must be a paid subscriber of Yahoo Mail Plus to use email programs like Outlook, Outlook Express, Thunderbird, etc., to access your Yahoo mail. For set-up instructions, go to this Help link... http://help.yahoo.com/help/us/mail/pop/ Under the heading 'POP3 Email Client Settings', choose the email program you are using and follow the easy set-up instructions.
