    ALL Companies now these day do credit and background checks for any prospective employee. FALSIFYING APPLICATION IS SUBJECT TO IMMEDIATE TERMINATION. That is why they are doing it. The reason for asking last check stub is that proves that you worked there. The reason for them asking you the rate of pay is to compare salary history every company does it. High School verification is need because it is a perquisite to the job. You filled out the application and on the back of it it has a blurb saying "I give written consent for XX to conduct a background check and any other checks necessary of the job".

It is common for companies to do background checks on people they are seriously considering hiring, and not uncommon to do them before extending an offer. Since this will cost them money to do, they aren't going to do it unless they are interested in hiring you. To do a background check they'd need your ss#. Obviously you don't have to give it to them, but you are very unlikely to get the job if you don't.
