They largely do the same thing, however, a web developer is more involved with the backend of a website - the scripting, database, shopping cart software, etc. A web designer is more concerned with creating an aesthetically pleasing website, so will be more concerned with colors, text fonts, layouts, etc. Both should have a solid background in the technologies used in websites - html, xml, various scripting languages like javascript, php, python, perl, knowledge of webservers (apache or IIS), a background in UNIX and/or Windows administration, SQL databases, and various web-related tools.
