What exactly do you mean by "the normal pack for Sims 3 Pets"? Are you referring to The Sims 3 Pets and The Sims 3 Plus Pets? If so then The Sims 3 Pets is just the expansion pack. To install/play this you'll need the base game which is The Sims 3. The Sims 3 Plus Pets is for people new to the Sims 3 series because it includes the base game AND the expansion pack. This means that it includes The Sims 3 AND The Sims 3 Pets. You would get this only if you need the base game (The Sims 3).
