Any site that lets me make a search OPPOSITE of http://www.kayak.com/explore/ based in TO airport and perhaps budget?

I'm not aware of any sites doing this today. There's no reason why players like Kayak, Skyscanner or Google could not do this. They all run on top of a cache of results (some based on the organic search traffic, some massively pre-computed). This use case simply has not been prioritized, as it's probably marginal and mainly serves the lower-value bargain hunter segment. The times when I've missed this feature is when I'm looking for a great price with some really exotic routing and trying to figure out the cheapest connection to my final destination. And I can't really come up with another good use case. Caching flight results to this extent is a massive undertaking where you need to prioritize no matter who you are. And for folks who try to sell flights and hotels, from XYZ to anywhere search probably is the one to prioritize. Now if you focus on specific destinations (like tourist boards or incoming tour operators), the opposite would hold true. But today these guys are not the ones you're buying your flights from.
