I checked minimum hardware requirements for android and also hardware of my phone ! It matches fairly ! Not unless the phone manufacturer has an android option for that phone and you would somehow have to get a copy of that. You could build it yourself if you know Linux well but you would either need to connect it and agree to use Google services or build your own flavour without Google services. Basic answer is no...unless your a Linux programmer as android is customised by manufacturers for each phone.
