You can cancel one persons ticket also if you have booked through IRCTC it gives you option of cancelling one or more persons ticket from a group of persons. IN case you have booked through ticket window you can visit there again and apply for the cancellation

Yes of course!! One out of three bookings can be cancelled. U fill up the cancellation form (though the cancellation and reservation forms are same) for your friend only. The booking clerk will cancel the ticket and will issue a new ticket for you two. The booking status, train, date of journey will remain same. The refund amount will be refunded to you by deducting the cancellation charges in case the ticket is confirmed one.
