What are the rules of tournaments?

Do most yugioh tournaments use correct rules and have judges?

    If you live in Vegas, the local tournaments offer prizes and they play like an actual tournament. The rules are enforced and there are judges. I'm not sure about other places.

at your locals, most people just play for fun, but at regionals sponsored by Konami, Nationals and World Championships, there are volunteer judges appointed by Konami based on whether or not they did well on a judging test online and then an exam administered in person. Most local tournaments will have a small cash or a few pack prizes while almost all regionals and all nationals and world championships have huge prizes including booster boxes, tournament packs, duel mats, money, vacations, etc.
