    Possibly but there are aspects that come into play. Is he making a good faith effort to sell the home? If he is it is considered exempt. Also if the home that is in another state is a rental property, the property is exempt as it is considered property for his business. If he owes money dependent upon the value of the home if he owes more then it is worth then it is exempt. Also does someone else own the home with them? When it comes to property and medical regulations there are many scenarios, but if the property is sitting there and nothing is being done with it then you should definitely let his worker know because they get property information for the client's every six months I believe.

It's an asset, and of course, all your assets are counted when trying to be eligible. Normally, the house you live in is given "special consideration". Clearly, this is an investment property, as he can't live in it if he's a CA resident, so most likely, it will disqualify him. If he can't afford his medical bills, the MORAL thing to do, is sell the house, and use the money for medical bills. Once he's spent all that, if he's REALLY poor, then he can get welfare health insurance.
