When doing a 10 - 20% water change weekly, do I add Tap Water Conditioner?

I do know several people who do water changes without dechlorinator even for tanks with Discus and sensitive shrimp! I still use dechlorinator on my tanks as I suspect my water company uses chloramine (which does not evaporate) and don't trust the pipes either - last thing I want is traces of copper killing off my shrimp!
