    File a 'Seller Non-Performance' Report, and list in the comments section the auction terms that states he accepts Credit Card payments, and after auction has been won, the seller is unable to do so. if he offered credit card services in his listing, then he has to take your cc payment. i wouldn't send a check or mo because of the way he listed payment options. he is being dishonest. i would try again with the credit card. if he still doesn't accept, then you really need to notify ebay of what he is doing. it is against the rules to say one thing in listings and do another. you aren't suppose to advertise pp/cc payment acceptance if you don't intend to use them. he really can't neg you since he isn't fulfilling the terms of his listing. let him know this, too, but please contact ebay. lots of sellers try this and shouldn't get away with it.
