What do I need for a digital tv tuner for the computer?

I got computer with TV Tuner on it and I hardly watch TV. Do I need TV license?

    If you watch TV that is broadcast live as it is on the channels then the answer is Yes, however if you are watching catchup services then the answer is no, but you would have to be able to prove this.

What you heard is NOT true. You must have a television licence (not "license") if you have any apparatus capable of receiving live television broadcasts. Because your computer has a built in tv tuner you must have a tv licence. The law does not make allowances must because you "hardly watch tv". The legal way out of your problem is either to buy a tv licence or to remove the tuner from the computer and then only watch non-live tv downloads. The penalty for operating tv reception equipment without a licence is a fine up to £1000 and confiscation of the equipment. Note that retailers are obliged by law to notify the Television Licensing Agency of every qualifying apparatus sold so they will know that you have the equpiment. The don't have to rely on "detector vans" to trace users.
