Universities in United States that offer scholarships to foreign students?

  You'll need to look at private schools. As an international student you will not get any financial aid from state schools. However some state schools will still be less expensive than some private schools with a scholarship. Most private schools have decent scholarship programs if your family is not well off and if you are a very strong applicant. I cannot recommend any schools as you did not provide your grades or test scores, but if you apply to schools where your record is considerably above their average you'll stand a better chance.
