Is there such thing as non-HD LCD TVs?

I am wondering if non-HD LCD's exist, thus making them cheaper $$. I dont know, maybe they are called LCD SDTV?

Nope, HD is the new technology. If you don't mind sacrificing quality for moolah then look at a 720p. It's going to be a couple hundred dollars cheaper than the 1080p. Also look at a Plasma. The Plasma technology is cheaper than the LCD so you can save a lot of money there too.

Not at 19" plus. If you want cheaper, you need to go CRT, or off brand. In context and price adjustments, TVs are cheap these days.
