We are replacing our inground pool liner ourself and the btm of the pool is dirt and leaks water. Can we seal?

have you tried digging a small trench around your pool? You could dig it in a way that directs water away and down a slope if possible. You could make it attractive by filling the small trench with river pebbles. Maybe if water could go around your pool it wouldn't try to come up from underneath.
