  You already know how hard it is for a Filipino to get a tourist visa for the US. If you have a good job, the American embassy will know how to verify that. How good is "good?" I can't know, but the visa officer will be able to tell. In theory, anyone can apply for a tourist visa at any embassy in the world. The rub comes in the visa officer being able to see that the applicant (the Filipino) has sufficient ties to another country that he won't overstay in the US. What counts is that the visa officer is satisfied the applicant will return. If you were to apply in Manila, that officer might not be familiar with China working situation. Best bet- go to the American Consulate nearest you and apply. Will you get the visa? That's uncertain. That you're working in China helps, but we don't know more. The only certain thing is that if you don't apply, you won't get the visa. I'd skip the travel agencies because they get paid to apply for you, not whether you get the visa or not. Don't patronize visa fixers; they're sleazy. .... Take care!
