The State of Illinois downtown location has all services except for driving tests (which you should not need). Chicago is a fast city, people talk fast and act fast, for instance, if you don't know what food you want to order the clerk will get annoyed with you. Just ignore this and move on. People are also funny and friendly. It's nice here with lots of things to do and not always below zero the way outsiders would have you think!!
