If you keep getting scammed, then you are not applying in the right places. Go to an actual cruse line's website to get information about getting a job. Don't look on job posting sites.

Cruise lines looking for employess of age 21 and with a 2 year work experience on land in the position you are applying for. Unfortunately you do not say for what position you qualify and apply for. Some poitions are filled by concessionaires (Photo, Retail, Casino, Spa) and you would need to apply directly to the concessionaires. For other positions, go to the cruise lines websites and apply there. There are a few agencies, which are not scams - but they will not ask you for money up front. Where you live/what nationality you are does not matter. Your experience does.

The ONLY way to get a job on a cruise ship is to apply directly through each cruise line. Every cruise line has a Careers section on their own websites that lists current openings and instructions on how to apply. Go to the Vancouver port authority and ask if you can speak to a member of whatever cruise line is in port. This way you know it will not be a scam, and ask them how you can apply.
