The requirements are different in every council area, and it is the local councils who run the taxi licensing for their area. London is the strictest of the lot. Incidentally, forget about " exchanging" your taxi licence. Your Swedish taxi licence is not an EU licence. You might have a Swedish driving licence, but your Swedish taxi licence is worthless in the UK and does not entitle you to drive a taxi in the UK. You will need to apply to your local council and pass their screening process, and their tests, before you can operate in their area.
