These guys are wrong. The Mute and Bell, as they were known, changed the tone of a P bass to make it sound more like an upright. The bridge covers today lack the mute, which are easy enough to glue into the back of it. The Bell, or pickup cover, makes the bass have a more hollow tone.

They are there to protect the very thin wires in the pickup, around the coils. Those wires are very thin, and are easy to break.
