Web Design you can easily learn yourself. The bookstores have amazing books on the subject - you can easily become a top expert on your own. And any employer will respect the fact that you taught yourself and will further train you. If you can't see yourself spending 4 years in college - this might be a way to go by spending a year self-teaching yourself..

Im not sure what degree it might just be a bachelor but you should go to the ArtInstitute.com they have a programm(classes) for everything and the have scholarships there located everywhere so no matter where you are you can find one at least in your state =)

Computer science sounds like software development, but if you're interested in the more aesthetic aspect of web design then I would look into graphic design. Some colleges also offer web design specifically, but I'm not sure how common that is.
