Has anyone built a hydrogen generator from "bill power's" "run your car on water" plans??

I tried to do this...I bought the plans online for $50 and looked it over. After about ten minutes I emailed them back and asked for a refund. The plans were way to complicated for a average guy to follow.... there was a lot of requirements for manufactured or homemade parts that I couldn't begin to try to make. Looked like it could work if you were a rocket scientist with a machine shop. Wish it would work...
