hey yes the person will be able to talk to you but you can not see him online. he can chat with you and msn will provide you an option to add that person again but if you block him too he will not be able to see you online =]

when you delete, you just don't see them when they are online, be they still do when you are online. If you delete them but don't block them, they can still talk to you
