You'll need to open WIndows Live Messnger and go into Tools > Options > Privacy There is an allow list and a block list where you can see who you’ve blocked , then you have to move the contact to the allow list and when you right click you can see an option to add them to your contact list. If you want to unblock a contact in windows live messenger 2011 you have to right click and select appear online to this person. So add the person first and then select them in your contact list and choose appear online to this person. Hope this helps
