You don't state indoor or outdoor. indoor, millions. You need permits, approval of community, re-zoning, the resources alone well, over a million, the labour, the technology needed (refrigeration). Then there's the maintenance, and the staff you need to hire for upkeep, well over 10 million dollars for indoor. outdoor, well you need the right climate cause you'll be dependent on the weather. you'd need to buy boards and a plastic sheet thing (not quite sure what its called) to place on the ground so you don't kill grass. If its on your own property, not a big issue for access to water, but if its on community property, like the indoor, you need a permit and approval of community and approval for use of water, you would have to go to the city for that, and also get approval from other communities you might be taking the water form. but some neighbours could complain and you'd have to take it down. Over all, outdoor private or more public would still cost a few thousand of dollars.
