Property Rental contracts -Spain??

Does anyone renting property in Spain know, if it is the law, that the rental goes up every year according to the cost of living, or is that purely at the discretion of the owner?

its not the law but its common practice.and normally its included in the original rental contract.personally i prefer this method,at least you know that when it comes to the end of the year you will be able to calculate what you are going to be paying for the next year.looking from the side of the owner of the property its logical that they are are not going to see thier investment losing value,ie,that the rent they recieve increments less than the cost of living.

the law for rental contracts is it goes up 3% i believe

Its been a few years since I rented property in Spain, if I remember correctly It down to the landlord I don't remember any state controls over rental increases.
