  In Northern Spain (Basque Country, Cantabria, Asturias and Galicia) it rains quite often, summers are cool and winters mild in the coast and cold in the mountains with snow. Girls wear nowadays short shorts. Of course short skirts and jeans are also usual, not only something tourists wear. However, you can always recognize a foreign tourist a mile away, so you shouldn't worry about this. Churches: it depends on the church, but in some of them you have to cover your shoulders.
