I know you dont want loops in either line but use a bowline on each one as u and the fish pull they ratchet on the knots and they cinch in tighter

Here a link for tying a "Dropper Loop" onto a fishing line. It won't slip up or down the line as you request. A hook can be tied directly in the loop itself, or a "leader" of the desired length can be tied to the loop.
