Manipulation has been going on virtually since photography was first invented. It could of been just basic dodging and burning through to more detailed work like combining negatives or individually exposing different negs on the same paper or, after printing (hand colouring, spotting etc). There were specific inks for "touching up" prints. A lot of photographers didn't do their own processing and printing but would send them out to specialist printers with instructions on where to do the "work" and printing was an art in itself. Ilford even had annual awards for printers. I just found this in a very quick search - check out the Joan Crawford shot...http://evanbaines.blogspot.com/2009/01/abbreviated-history-of-photo.html
