How to target my resume to other jobs?

Are there any job search services for people looking for non-regional jobs where you can target your resume toward recruiters in selected demographic(s) of your choice?

• Say I live in Michigan, and I'm ready to pick up and move. I would ideally like to work in San Francisco, CA, but I would be willing to work anywhere in California. I'm highly qualified for an array of jobs, so I'm not worried about finding a job, but rather finding the right job in an area where I am able to network with like-minded professionals. Ideally, I would like to upload my resume to a job search service so recruiters can find me, without having my resume visible to local companies. I don't want to waste local recruiters time, which is what has been happening. So I'm wondering if there is a job search service like Monster, where job seekers are able to choose to have their resume only visible to recruiters in certain locations that they are willing to work?
