Remember.. the association is every owner, so theoretically that means you and the X amount of owners in the complex. If the BOH fines 5000 and theres only 50 owners. thats 100 each. While this probably wont happen, you always risk this chance when you contact them. Keep in mind every BOH and every state has their own rules and practices, while one state may not fine, one other state or municipality might. They need to justify their funding and sometimes any money they can earn to help offset costs, and it keeps them employed too. Just something to consider.
