If you really want some action call the local health department.

Scuba bob is once again right on target. IT is not uncommon to drastically lower ph levels to acidic levels to treat pool walls and surfaces for stains in what we call a suspended acid wash, however, when that does occur, we would place a portable system on y our deck to filter the water so as not to damage your existing equipment. This also means no swimming either. If by some chance this condo association pool has a heater, with copper fittings, the odds are that sooner rather than later, you are going to have problems with this heater since the low PH levels with the copper will probably eat away at it. Your swimming pool even though its a semi-private pool because its use is only for members and or residents still falls under the state and or local health department rules and regulations. You could call your local board of health, and have them come out and test your pool, however if you do this, odds are you will lose the pool use completely, and the board of health will make more frequent visits to your pool. One last thing to note is that you might want to see if the association keeps a log of the testing readouts. If they are lying about the readouts, and putting people in potential danger, it could be something that could end up costing the association alot of money in the future if you get fined by the BOH. Remember.. the association is every owner, so theoretically that means you and the X amount of owners in the complex. If the BOH fines 5000 and theres only 50 owners. thats 100 each. While this probably wont happen, you always risk this chance when you contact them. Keep in mind every BOH and every state has their own rules and practices, while one state may not fine, one other state or municipality might. They need to justify their funding and sometimes any money they can earn to help offset costs, and it keeps them employed too. Just something to consider.
