Iraq used chemical weapons such as mustard gas against the Kurds and Iran back in the 80's and 90's. There was also a terrorist attack in Tokyo using Sarin nerve gas some years ago. There were also accusations made against Russian forces in Chechnya, though as far as I know these have never been proved. Googling any of those incidents should provide plenty of detail, and I'm sure there have been others.
