What are the ways to get local calls routed to international locations?

I am in India now, I'll travel to abroad soon (Gulf and UK). I need a number (Voip or any) which anyone can call from India as local call which routes to my international location (with internet access). Skype provides the same thing called 'Skype number', but its not available in India.

Actually what you wish to do is prohibited by current Indian regulations, that is why no providers have this type of service in their portfolio.
