Answer:
Most ships have a service called "Cellular at Sea", which is a joint venture between AT&T and MTN Satellite service, that will allow your regular cell phone to work. Basically the "tower" is on the ship, and provides the signal to your phone. Then the tower is connected to a satellite transceiver for connection to the outside world. Sounds great, but the problem is it is super expensive; $2.00 or more per minute for "roaming". The ships that Cellular-at-Sea is provided on and cell services that are compatible are listed on this website: http://www.cellularatsea.com/ When you are on a cruise ship, you are on vacation - so keep the phone off. Oh, and most ships have WiFi and internet too. While it is cheaper, Skype and the other VoIP services may not work as those ports are usually blocked due to the low bandwidth of the internet on the ship (satellite service can be slow).

Any cell phone should work, but it will cost you a great deal of money. Most cruise lines have their own service, that your phone company will charge you for. If you use your phone for a camera, but don't want to pay, a great idea is to put your phone on airplane mode. It allows you to everything except call, text, or go on the internet.
Most cruise ships these days have cellular at sea, providing cell service via satellite. However I learned through my own mistakes that it is very expensive.
Most any cell phone will work. You do not need a special phone. Most ships have cellular service even when out at sea. You just have to pay roaming charges of 2 or 3 dollars per minute. Ask you cell phone company what the per minuite charge is while on ship or in each country. It varies from country to country. If you plan on doing a lot of calling then ask you cell phone company if they have an interanational plan you can sign up for.
