Russia was a member of the UNO even at the time of its formation. It was a war ally of UK and USA but a friendly nations. Like two different religions, US and Russia had their own 'isms' and each wanted its system to prevail. Thus started the cold war. As Russia is a member with 'veto power', it cannot be made to accept things that it does not like. For a short time Russia had kept herself away from UN meetings over her diiferences with US and others over the Korean question but soon realised that remaining in the UN was more advantageous. US and Russia can do better things today as the cold war between them has practically disappeared.
