How long does a master chef have to go to culinary arts school ?

If you want to go on you look for apprentice programs and work under several masters until you are ready to go to a Masters program, like the one at Boston University. Master Chefs spend many years honing their skills, sometimes in an academic setting but most time is spent on the job. Advanced degrees are necessary for big bucks in the major houses and hotel chains but the best culinary education in in the back of the house sweating you nuts off.
