From personal experience, no. I am a secretary with the Federal government, and all I had to do was apply and go through an interview. Now, for city employment, yes almost every job I've seen in my city requires a civil service exam. For federal jobs, you can go to www.usajobs.gov and search for jobs in your city. On the HOW TO APPLY tab, it will tell you the application process. Good luck!
