Is the United States attempting a symbiotic diarchy with China or is it just the corporate interests?

Is the strategy of US leaders to form a symbiotic diarchy with China where it shares global superpower with China as an acknowledged equal (or more powerful) global superpower? This is beyond the economic relationship? It seems there are many attempts to bring China shoulder to shoulder with the United States in relationship, and strengthen the bonds between the nations. It has a $300 million dollar endowment for a school & program at one of China's most prestigious universities at Tsinghua University that is the top or one of the top "Chinese Ivy League" schools. This is supposed to rival the famed Rhodes Scholarship. 45% of the spots will go to Americans, 20% to Chinese, and 35% to the rest of the world. It is backed by several former secretaries of state, and current Secretary of State John Kerry. It is also backed on the advisory board by such figures as former UK PM Tony Blair and French President Nicolas Sarkozy. Americans there will be brushing shoulders with China's future elite studying at the university. Then there is the http://www.state.gov/100k/ with a goal of 100,000 American students studying in China, "Citing the strategic importance of the U.S.-China relationship, in November 2009, President Barack Obama announced the â100,000 Strongâ initiative, a national effort designed to increase dramatically the number and diversify the composition of American students studying in China. " There are other organizations such as the National Committee on United States-China Relations with prestigious involvement. Or is this just business ruling the day once again with multinational corporations based in the US and global finance seeing a lucrative emerging market?

Individual US corporations are making useful deals, to advance their rivalries with other corporations. The USA as a whole is being rather incoherent. No one has the power to follow a sensible strategy. They tend to annoy China without really limiting its rise. The USA in the 1990s could have recruited both Russia and China as junior partners in a New World Order. Instead they thoroughly messed up Russia, which got a lot poorer than it had been in the late Soviet era. They showed signs of wishing to do the same to China, but China refused to trust them, and was proved right.
