Answer:
I personally like the idea of Ethanol as Fuel, but it is really not a workable solution for an individual [unless there are extreme circumstances] And as mentioned most governments have laws that you would need to consider. Of course the easier option is bio diesel. but it only works in diesel engines of course. It is possible to blend ethanol with petrol up to 15% without needing any engine mods. But even producing that much alcohol is a serious venture for the inexperienced. Serious fermentation vessels, serious distillation gear and then the alcohol still needs to be dried. Way back in between the world wars some people were converting cars /trucks to run on 'wood gas' they fired up a drum of firewood [or coal] on the back or top of the vehicle to effectively produce charcoal [coke] and a low fuel value gas that they then used to run the engine, not elegant exactly, nor going to win you any sexy looks, but it worked. What I'm really saying is the chemistry of alternative fuels is old, and so is the technology, no rocket science required. BUT, its not easy either Good luck.

You need to check your local laws on ethanol. If you live in the country, you are often allowed to make small batches, enough to run tractors, or even a car. If you make a large enough amount, or if you live near people you will have to get a license to make. You will have send in reports on how much you make and could be subject to inspections by government types who will most likely be critical of your home brew operation. There is a E-mail forum on Ethanol making. It's almost all farmers. They will turn their ag waste and make fuel while burning wood. It's not a very efficient process. You have to have a centrifuge to get 100% ethanol as it will collect water very easily, even out of the atmosphere. Most can get it to 80% without the centrifuge. Most blend with gasoline because pure ethanol is solvent. To burn it better in a car, you will need to decrease the compression of the engine to get the most out of the lower burn. If you go to a syrup sugar feedstock, you can use very lightweight equipment. If you want to mash ag waste, you will have to make it like grain alcohol with a larger still. It will look like a moonshine rig, so it could get touchy with law enforcement who will think your making white lighting.
