You can get in trouble for defamation of character, violating license conditions for the photo, or simply posting an unflattering photograph. To answer your question, what you first have to do is upload the picture to Wikipedia if it's not on there already (or on Wikimedia Commons). But there's no guarantee there won't be any bad consequences from such an action, either the important person being angry with you for good reason, or the Wikipediots being angry with you for no good reason. The best thing you can do is write a letter to the important person's manager and let them worry about it.

Most people so far have given far better answers to this question than I can, but here's the basics: You need to sign up for a free account. Then you find a fair picture with no copyright on it (that can be tricky). Then you upload it to Wikipedia as whole so that it becomes available for Wikipedia use (you'll have to perform some steps here where you state clearly that there's no copyright on the pictures, otherwise it'll likely be taken down quickly). Then you go to the person's Wikipedia page, hit edit, and add the newly uploaded picture in where you see fit, resizing if necessary.
