I'm sorry my friend but it is impossible to do. .jpg file is for an image file while .txt file is a text file. So, it's impossible, okay. if you are a programmer, why not program a software that would do it instead?

open a new window word file then copy all things from jpg file then paste on window word file now you can open it as word file but i m afraid that you can write in it may be there are commands but i dont know

you should have post this Question to Softwares section. You should use OCR softwares. One I know is ABFineReader But i dont think it recognises japanese characters. Search them, if you can get one for free.
