What do they mean by "two tier" rules fo 2010?

Its a long story, but basically, The FIA want to reduce costs in F1, so they introduced an "optional" £40 million budget cap. The teams that agree to keep within the cap are allowed numerous technical freedoms, essentially they will be operating to a different set of rules from the teams that do not agree to keep within the cap. After the meeting yesterday between the FIA and FOTA, it seems everyone has agreed that two sets of rules within the championship is a bad idea, but there is still no agreement from all teams on the £40 million cap. Watch this space it will probably all change by next week!

It's a ridiculous system and thank our lucky stars that the teams are fighting it. When the teams are united on something, you know it's a big deal because these kind of agreements are rare. The other two have explained it well enough. It's to encourage teams like Lola, USF1, Litespeed to join F1 at a reduced price (a fire sale) and still be competitive. How silly would it be having a 40 million dollar Lola team ahead of a 200 million dollar Ferrari team. It's like having one soccer team having 12 players and another having 8. The problem is that if they remove the two tier system, and increase the cap (which will make the teams more happy), the new teams won't want to join. They only want to join if they can get the easy ticket to success. Otherwise it's not a worthwhile investment. But think how much the current teams have invested, in only the last 5 years? Near a billion dollars for some of them, maybe more, and they want to protect this investment into the future. Not have some new comer to come in and steal their success for only 40 million. This season has been hard enough for commentators to explain with cars running KERS, no KERS, double diffusers, no double diffusers, some drivers have updated car packages, while their teammates do not. How would you explain the two tier system to the casual fan? The current F1 is complicated enough.
