You need it. Once you've passed bronze,silver and gold (usually done by the head coach) you can start level 1. You need a copy of this for level 1 and beginner competitions. I dont understand you question- the only tests I had to do were bronze, silver and gold. I got them first time. I started competing once I started working on my axel- after level 1 field moves. Some girls have level 2 and haven't been to a comp yet. It depends on the person and the coach
