The government gave the railroad companies land, for a number of reasons. There was no other way to finance the building of the railroads, and the nation could not grow without these vital transportation systems. Towns could be built on good farm ground, or timber land, or mining districts and would not have to be located along rivers anymore. And the railroads were required to move all Government goods and services for free, that was in place until the end of WWI when it was discontinued.
