    well, umm, yes, you will always get better gas mileage when you keep your foot out of it....but the supercharger isn't only working when your boost is in the positive, it just works harder when it gets there....it doesn't work all the time, but when you put your foot in it and the boost gauge is only reading a little vacuum, not a lot like normal, obviously the supercharger is doing something....

no it should work all the time since it is connected to your crankshaft and should run all the time even without mash it to the floor easy way to tell if it is working though just pop open your hood and rev it you should hear a high pitch noise from the supercharger

The supercharger is working, but isn't providing boost until you get into the throttle.

It is still spinning, but not providing boost. Boost requires additional fuel from the injectors, thus much better mpg with mild driving. ( no boost )

Of course you'll get better mileage if you don't mash the pedal. The supercharger only works under heavy acceleration...if you drive gently you'll almost never see it work unless you need the boost to merge onto a highway, for example.
