How to hire a freelance web designer?

I would like to hire an entry level web designer from a school. How do i approach them?

• I am building a startup and majority of the design of the product is done, However i would like to add some tweaks and some static pages (about us, contact me etc) pages to the current website. I would like to Hire someone from school who could use a cool launchpad like mine (my website will connect small businesses so its a Great PR project) Can i just write to design schools asking if i can post to their list serve? I checked some out to find out startups dont really qualify as "employers" as we dont have a history. Help.

  When you say you want to hire someone from "a school" it isn't clear if you mean any school, or a certain school in particular.  If you mean a certain school in particular: My job is webmaster for a college.  If you wanted to hire one of our students, you would contact the group in the college that helps students with job searches and job placement.  Most colleges and universities have an organization like this.  They will have some kind of bulletin board (physical or electronic) where "help wanted" type listings are posted.
