    Boats are for Non-Commercial uses and Ships are for either Commerce or War. Commerce includes passengers, cargo, oil, cars, etc. Size isn't a determining factor. The World's largest "Non-Commercial" boat is 557' LOA and is NOT called a ship. It's a Mega Yacht. One rule is size, ships are 100 feet or longer. Another rule is crew assignment. This is seen in vessels 100 feet and longer when the crews (including the captain) are rotated in less then a years time. About the only vessels that I know of that fall under this rule are submarines that have two crews that rotate. As far as I know a submarine in the USN is still a boat no matter how big.
